The FSU Panama City Promise Scholarship was established as part of the FSU PC Promise. It is our commitment to accessibility and student success by making the cost of achieving a four-year degree possible.
The FSU PC Promise Scholarship provides free tuition and fees to undergraduate students who are residents of NW Florida and whose combined family and student income is less than $80,000 or are Pell eligible. These funds, made possible through the generosity of area donors, will help ensure that high achieving students will be able to meet their educational goals.

Students from the Northwest Florida counties of Bay, Gulf, Liberty, Gadsden, Jackson, Calhoun, Franklin, Washington, Holmes, Walton, Okaloosa, Santa Rosa, and Escambia who have high financial need and are pursuing an undergraduate degree at Florida State University Panama City are qualified and will be automatically considered if they meet all outlined criteria. This applies to new, returning, and transfer undergraduate students.

Students must enroll in at least 12 hours per semester and have a valid Free Application for Federal Student Aid (FAFSA) on file at the time of application. The FAFSA is required for most types of need-based financial aid. Complete the FAFSA starting October 1 each year.
To maintain eligibility, students must be enrolled in at least 12 credit hours per semester, be in good academic standing with the University, meet satisfactory academic progress, and engage in 30 hours of community service per semester. The scholarship will be available to FTIC students up to 120 credit hours and up to 60 credit hours for transfer and returning students. What fees and other expenses does the FSU PC Promise Scholarship cover?
The PC Promise Scholarship only covers tuition and mandatory fees. It does not pay for books or other post-secondary expenses, including but not limited to program of study fees (course fees), late registration fees, housing fees, living and learning communities' fees, etc.

Will the FSU PC Promise Scholarship cover summer enrollment?
The FSU PC Promise Scholarship can be used for summer classes with at least 6 credit hours of enrollment.
Will the FSU PC Promise Scholarship cover distance learning programs (online programs)?
Yes, as long as you meet all standard eligibility requirements.
How will this program be funded?
Full-time students whose combined family income is $80,000 or less or who are Pell eligible will qualify. Students will apply their Pell Grant, State Grants, and Bright Futures (if eligible) first, and then the PC Promise Scholarship will be applied to cover the remaining balance of tuition and mandatory fees.
What must I do to remain eligible for the FSU PC Promise Scholarship?
To remain eligible, you must be a full-time, degree-seeking undergraduate student working on your first bachelor’s degree with satisfactory academic progress, file a current FAFSA, and complete 30 hours of community service per semester. Additionally, turn in all required documents on your “to do list” and maintain Pell Grant eligibility or family income under $80,000.
Do I have to be continuously enrolled to remain eligible? Do I have to be a full-time student?
Yes. You must be continuously enrolled at FSU Panama City each fall and spring semester. Summer enrollment is optional. While other scholarships may allow part-time enrollment, the FSU PC Promise Scholarship requires full-time enrollment (at least 12 hours).
What if I lose the FSU PC Promise Scholarship? Can my award be re-established?
If eligibility is lost due to GPA requirements, reduced credit hours, or incomplete community service, you can submit an appeal for award consideration at least 15 business days prior to the start of the fall or spring term.
What if I was eligible for the FSU PC Promise Scholarship but now my household income exceeds $80,000?
Students whose household income increases above $80,000 may still be eligible if they remain Pell Grant eligible. If household income exceeds $80,000 and the student is no longer Pell Grant eligible, they become ineligible for the scholarship.
How is family household income defined?
The accurate, verifiable total combined amount of parent and student adjusted gross income and untaxed income of $80,000 or less as defined on the FAFSA.
Can students transfer from any institution or do they have to transfer from a community college?
Qualifying Florida residents who meet university admissions criteria can transfer from any institution, provided they have resided in one of the eligible Northwest Florida counties for at least four years. The scholarship covers up to 60 credit hours for transfer students.
